Почему:

1. **too** совмещает в себе два непохожих значения (семы) - //слишком// и //тоже//;\\
2. **too** в значении //тоже/также// заточен лишь под утвердительные высказывания = //I know it, too//, а в вопросах и отрицаниях заменяется на **either** = //I do not know it, either\Do you know it, either?//;\\
3. **too** в значении //слишком// сочетается с инфинитивом для актуализации отрицания и негатива = //She is too little to read/She is too small to get the book from the top shelf//, а для акутализации **не**-отрицания и позитива **too** заменяется на **enough** = //She is old enough to read/She is tall enough to get the book from the top shelf//; в литоту опять возвращается **too** = //She is not too little to read!/She is not too small to get the book from the top shelf!//\\
